Creating Question Bank in Moodle

Multiple military occupational specialty (MOS) producing schools were still relying on Scantron-based testing, limiting scalability and efficiency. Instructors needed to transition to Moodle’s quiz and question bank features but were unable to attend in-person training due to ongoing teaching responsibilities.
As the Lead Instructional Designer, I led the full design and development of the training solution, from identifying the performance gap to creating and delivering instruction that aligned with both operational demands and instructional goals.
I designed and produced a concise, on-demand training video that demonstrated how to effectively use Moodle’s question bank to create scalable quizzes.
The solution included:
• Step-by-step screen demonstrations of building and organizing question banks
• Practical examples of creating reusable, randomized quiz questions
• A flexible format that allowed instructors to learn during downtime without interrupting instruction
This approach enabled just-in-time learning while supporting immediate application.
After completing the training, instructors are able to:
• Create and manage question banks within Moodle
• Develop scalable quizzes using randomized question sets
• Transition from Scantron-based testing to digital assessments
By shifting from paper-based testing to Moodle, schools improved efficiency, scalability, and accessibility of assessments.
Effectiveness was measured through platform usage and adoption rates, resulting in:
• Increased use of Moodle for assessments
• Reduced reliance on Scantron testing
• Improved instructor confidence in creating digital quizzes
